MnDOT Update - Trees starting to be Planted

Here is the weekly update from MnDOT.

This week in Spring Grove:

• Grading for sidewalk East of Division Ave.
• Planting trees West of Division Ave.
• Installing light poles West of Division Ave.
• Paving first 2 lifts of bituminous from Division St. to 2^nd Ave NE.
• Pouring light bases East of Division Ave.
• Paving 2” lift of bituminous from 2^nd Ave NE to East project termini.
• Raising manholes and water shutoffs West of Division Ave.
• Placing sod West of Division Ave.

 Next week in Spring Grove:

• Pouring sidewalks and Ped ramps East of Division Ave. 

Highway 44 from Spring Grove to Highway 52:

• Finished paving 1^st lift of bituminous pavement.
• -Start paving final surface lift of bituminous pavement from Underpass Quarry to Highway 44/Highway 52 intersection.
• Flaggers and pilot car will now control Highway 44 single lane traffic.

Council Meeting Update

Mayor Poole gave the following update at the October 15th council meeting:

The light poles are starting to be installed; planters are back ordered; sod is hard to find, so peat is being placed instead; the planting beds should be filled with top soil yet this fall; and trees have not arrived yet.

The east side of the project has to pass some more compaction tests before the curb/gutter is installed and asphalt will follow. Also main street will not open until all the curbs and sidewalks are in place. It it too hard to work around parked cars, which means the detour will continue for another 3-6 weeks.

There is some concern with the height of the new street near the hotel. There is about a 4 inch difference to the back alley and about a 9 inch difference at 3rd Avenue SW. Mayor Poole hopes to have more answers after this week's construction meeting. There is also a drainage issue at Marv's. Council person Dehning also mentioned a drainage issue at Grinde's. 

Council stressed again to have all property owners along the construction contact the city with any concerns. They are creating a punch list for items that need to be addressed prior to project completion. Mayor Poole and Council member Nelson both said the October 30 deadline is a rolling deadline.

This week in Spring Grove:

• Curb and gutter on the east end of the project
• Prepare for sidewalk to be poured on the east end of the project

• Paving first lift of bituminous from Underpass quarry to the west
• Flaggers and pilot car will now control Highway 44 single lane traffic

Here are some photos from this past week. The construction continues with the last phase of the project before the roadway can be finished. It will be a good day in Spring Grove, when the final asphalt is laid.

Council Meeting Update and Weekly MnDOT Update

Council Update

Here is an update from the September 17 Council Meeting. All traffic moves to the south detour starting this week. On Friday the plan is to start on the Division Avenue Intersection, which means that intersection will be closed. There has been a delay in the arrival of 3" rock, which has slowed the construction on the east side. Also there has been a delay in sod due to lack of moisture. Even with these delays, the contractor still feels they can finish most items by the October 30 deadline. Also according to Tim Hruska, city engineer from WHKS, Tuesday night at the council meeting, the cost is still under the projected figure due to some of the savings. A few tree species need to be switched to meet the guidelines of the Tree grant. Also the plan is to still apply for the MnDOT Landscape Partnership Grant for the area plantings. 

There was discussion regarding drainage issues. According to the engineer at the council meeting, not all flooding problems are fixed, but hopefully less likely to occur. We still had to deal with the height of current buildings and ADA specifications, however, the engineers designed the best solution possible. There are now four catch basins in front of the Cinema as well as the larger piping for the overflow. There was some concern about the intersection of 2nd Ave NE, but I have not looked at that section.

• Move to Phase 3 detour Thursday, September 19^th
• Close Division Ave. intersection
• Hook up temporary water bypass lines
• Remove pavement Division Ave. intersection

 Next Week in Spring Grove:

• Pour curb and gutter East of Division Ave.
• Finish pouring sidewalk and ped ramps West of Division Ave.
• Sanitary sewer, watermain and storm sewer work at the Division Ave. intersection 

 Hwy 44 from Spring Grove to Hwy 52:
